Palmela is one of the 18 municipalities of the Lisbon Metropolitan Area, integrated in the Tourism Region of Setúbal - Costa Azul, and has a part of its territory in the Natural Sado Estuary Reserve and another in the Arrábida Natural Park. It is recognized as the largest city/municipalitie of the Setúbal Peninsula. Despite its proximity to Lisbon and the industrial growth of the Setúbal Peninsula, Palmela has managed to combine industrial development with the preservation of many of its rural features.
Palmela is an area of transition between urban and rural areas, with a vast heterogeneity reflected in the existence of functionally distinct territorial areas: agrarian structure of lantifundium, sparsely populated areas, associated with small and average property; and mixed use areas.

Status of the Sustainable Urban Mobility Plan

The issue of mobility has become a key element for the sustainable development of the municipality of Palmela, taking into account the impacts on energy consumption, economic development, quality of life and quality of environment. A Master Plan for Palmela, a Plan of Bicycle Infrastructures and a Mobility Plan of the village of Pinhal Novo, were developed, aiming to contribute to modal shift from private car to ecological means of transport.

The municipality of Palmela is interested in developing a Sustainable Urban Mobility Plan /Mobility and Transport Plan (PMT).

Under the Portugal 2020 framework, Sustainable Mobility Action Plans are being developed for all the Intermunicipal Communities (NUT III). Palmela is integrated in the Metropolitan Area of Lisbon Action Plan.
