Stuttgart is the capital of Baden-Württemberg and the largest city of the federal state. It is not only the political center, but also an important business location in Germany, especially regarding the automotive and machine building industry. This is why Stuttgart counts to the wealthiest and most considerable cities in Germany regarding their value creation. Due to its importance, the city is easily accessible by plane, car and train. The state capital Stuttgart has an international airport. Several major highways for long-distance traffic are surrounding the city and are being expanded continuously.
The train service connects numerous metropolises all over Europe. The public transport system of Stuttgart is very advanced with seven S-Bahn lines, 17 light rail lines and 56 bus lines, which are supplemented by a rack railway line. Due to its topography and the large number of commuters, the city faces major challenges in terms of air quality and noise, especially in the inner city area. About 800,000 cars enter and leave the city every day. A number of measures have already been put in place to improve the situation, including air pollution abatement and noise abatement programs, an “environmental zone” set up in 2008 (access restriction zone for cars and trucks), traffic calming zones, speed reduction on the main roads, parking management, parking guidance systems, public transport priority schemes, a traffic management centre and a mobility information and service centre. To further promote intermodality, various incentives such as park and ride stations have been introduced. Sustainable mobility within the city is furthermore supported by station-bound and flexible carsharing systems, e.g. by Stadtmobil, flinkster and car2go. The latter operator simultaneously pushes forward e-mobility: 550 fully electric car2go vehicles are currently in use in the state capital. As a leading partner in the CIVITAS project 2MOVE2, the city of Stuttgart is currently reviewing and implementing innovative measures such as emission-based traffic management, priority routes for heavy-duty vehicles and local awareness campaigns for e-mobility. In 2013, the municipality also introduced Corporate Mobility Management, which provides interested companies with advisory support in promoting the environmentally friendly mobility of their employees. For its own employees and pioneers, the city has introduced a job ticket for public transport. In December 2013, the new Transport Development Concept (VEK) was approved by the local council. It develops comprehensive guidelines for transport planning by 2030 and is linked to urban and regional land use plans, the regional transport plan, noise protection plans and clean air action plans. It includes an action plan for sustainable mobility initiated by the Lord Mayor of Stuttgart. The aim of the action plan is to improve the quality of life in the city by reducing stress, noise, congestion and emissions while promoting a city of short distances. An important aspect in achieving these goals is to reduce the volume of conventionally powered vehicle traffic entering the city basin by 20 per cent through avoiding it, relocating it and making it environmentally-friendly. The SUMP in Stuttgart comprises more than 100 concrete measures and many of them have already been implemented during the last years.
