The city is situated on two rivers in the low mountain range, the Rhine and Moselle. The valleys lead important transport axes (shipping, railway, motor vehicle and bicycle traffic). Special means of transport are ferries, excursion and line ships, an inclined elevator and above all the urban cable car across the Rhine, which is known throughout Europe.

The central model and goal of the mobility planning is the "urban and sustainable design and development of mobility and transport". According to the city council resolution of August 2018, the VEP is the "authoritative strategy, framework and action plan for the transport and mobility sector". As a guideline for the transport policy and planning of the city of Koblenz, the VEP is in principle binding for administration. It is to be taken into account by the council and administration in all decisions relating to transport or having an impact on transport. The Integrated Action Plan is the basis for the respective budget discussions. The administration should submit implementation proposals to the Council for decision, starting with the 2020 budget year (concrete basis for further planning in the transport and mobility sector).
