In Slovenia we have already gained some practice and experience in strategic planning traffic. Strategic national and local documents (spatial, environmental and development) have otherwise uniform intent of achieving sustainable transport, but this led to a lower hierarchical level documents and actions as a rule lose. Without strategic frameworks and comprehensive vision at all levels of transport planning there are no mechanisms for determining priorities for the allocation of adequate resources and a comprehensive assessment of the contribution of certain traffic measures to achieve these objectives.

The majority of the strategic transport decisions in Slovenia are formed within the spatial planning documents. They mainly focus on transport infrastructure. Transport system and its controls are not treated comprehensively in spatial planning documents and are absent of strategies for individual elements of the transport system, such as public transport, cycling, walking, parking, etc... Just as the individual parts of the transport system are presented diffuse, also financial resources are scattered, which are mainly intended for the construction of infrastructure for road motor traffic, although this hierarchy of sustainable transport modes hasn’t the leading role.

For measures we decide without a comprehensive assessment. We are focused on increasing the capacity of road infrastructure, resulting in motorized transport further increases, decreases quality of life, great use of budget funds in the state that does not significantly improve: people are traveling more, spend more money on mobility and lose more time in traffic jams.

Decision-making process is often not transparent, in some areas there is a marked lack of qualified personnel.

Legally defined: No legal definition of SUMP. We follow the European guidelines.

National Guidance: In 2012, a national guidance documents ‘Sustainable mobility for successful future: Guidelines for preparation of Integral transport strategy’ (in Slovene: Trajnostna mobilnost za uspešno prihodnost: Smernice za pripravo Celostne prometne strategije) was approved by the National Ministry of Infrastructure and Spatial Planning. It is still a non-binding document for Slovenian cities.

A national SUMP platform was developed to support Slovenian cities in the development of SUMPs.

Plans in place: Nova Gorica (approved in 2005, still has to be improved), Piran (still has to be improved, Murska Sobota (approved in 2008), Ljutomer (approved in June 2012). The SUMP for the capital city Ljubljana has been approved in 2012 as well as for Maribor. In addition, the SUMPs for the cities of Celje, Novo Mesto, Kranj and Koper are under negotiation and discussion.

V Sloveniji nimamo prakse in izkušenj s strateškim načrtovanjem prometa. Strateški državni in lokalni dokumenti (prostorski, okoljski in razvojni) so si sicer enotni v nameri doseganja trajnostnega prometa, vendar se to vodilo na hierarhično nižji ravni dokumentov in ukrepov praviloma izgubi. Brez strateških okvirov in celovite vizije na vseh ravneh načrtovanja prometa ni mehanizmov za določanje prednostnih nalog, za ustrezno razporeditev sredstev in za celovito presojo prispevka določenega prometnega ukrepa k doseganju zastavljenih ciljev.

Glavnino strateških prometnih odločitev v Sloveniji oblikujemo znotraj prostorskih aktov. Ti se osredotočajo predvsem na prometno infrastrukturo. Prometnega sistema ter njegovega upravljanja ne obravnavajo celostno, v prostorskih aktih pa so odsotne tudi strategije za posamezne elemente prometnega sistema, kot so javni potniški promet, kolesarjenje, pešačenje, parkiranje itd. Tako kot so posamezni deli prometnega sistema obravnavani razpršeno, so razpršena tudi finančna sredstva, ki so večinoma namenjena gradnji infrastrukture za cestni motorni promet, čeprav ta v trajnostni hierarhiji prevoznih načinov nima vodilne vloge.

Za ukrepe se odločamo brez celovite presoje. Usmerjeni smo v povečevanje zmogljivosti cestne infrastrukture, zaradi česar se motorizirani promet dodatno povečuje, kakovost bivanja niža, velika poraba proračunskih sredstev pa stanja pri tem bistveno ne izboljša: ljudje potujejo dlje, porabijo več denarja za mobilnost in izgubijo več časa v zastojih.

Sam postopek sprejemanja odločitev pogosto ni transparenten, na nekaterih področjih pa je opazno pomanjkanje usposobljenega kadra.

Zakonska opredelitev: SUMP v Sloveniji nima zakonskih podlag. Sledimo evropskim smernicam in slovenskim prirejenim smernicam.

Nacionalne smernice: V letu 2012 so bile izdane slovenske smernice »Trajnostna mobilnost za uspešno prihodnost: Smernice za pripravo Celostne prometne strategije«, ki ga je odobrilo takratno Ministrstvo za infrastrukturo in prostor . Že izdelane strategije: Nova Gorica (sprejeta v letu 2005, trenutno je v fazi revizije in bo pripravljena v sklopu regijske strategije), Piran (potrebuje revizijo), Murska Sobota (sprejeta v letu 2008), Ljutomer (sprejeta v letu 2012). Strategiji za mesto Ljubljana in Maribor sta bili pripravljeni v letu 2012. Trenutno so priprave za strategijo za mesta Celje, Novo mesto, Kranj in Koper v fazi pogajanj in dogovarjanj.
