Research on Polish SUMP Progress

performed among iddle-sized Polish cities

According to the new European Perspective 2014-2020 and Regional Operational Programmes cities which are willing to apply for European Funds, are obliged to develop Sustainable Urban Mobility Plans. Alternatively,  they may develop Low Emission Economy Plans with elements of sustainable urban mobility. CIFAL Płock, affiliated UN training Centre, Polish leader of ENDURANCE project has prepared a survey questionnaire which was sent to cities having with population between 50 000 and 150 000 inhabitants.

The main aim of our activity was to check the stage on which cities are in terms of developing and implementing the SUMP. Some of the questions included in the questionnaire were:
· Does the city have financial means to support implementation of SUMP?
· Has your city adopted any tools for engaging its residents in the process of public consultations?
· Name the main barriers that your city’s authorities have encountered while devising SUMP, etc.

Ultimately, 17 cities had responded to the survey, all of them are interested in developing and implementing SUMP but the main barrier for local authorities is to find the financial resources for preparing the SUMP. The cities which took part in our survey were: Tychy, Opole, Dąbrowa Górnicza, Tarnów, Jaworzno, Chorzów, Koszalin, Włocławek, Kalisz, Legnica, Słupsk, Grudziądz, Jelenia Góra, Konin, Lubin, Ostrowiec Świętokrzyski. The survey gained surprisingly extensive radio and internet press coverage.

A fair number of local newspapers contacted us asking if they can publish its results. We were also contacted by a few representatives of smaller municipalities and non-profit organizations interested in our research findings.
